I would suggest a metaphor: Trump is not murdering the program, the program is brain dead, and he is withdrawing life support which is pointless and extremely expensive, and frankly, the money is stolen funds.

There are things that could easily be done if Dems were willing to let go of the political power but they are not. They see the Medicaid expansion as a battleground, and they and they'll fight to a death to hold that hard fought territory. A political battle.

If Schumer and Pelosi were to call Trump up and propose a deal to see that people have some kind of care, it could be done. Require that Medicaid patients can see a doctor only with a referral from a nurse practitioner unless the doctor waives the requirement. That they can receive only generic medications without a medically necessary approval. That sort of thing.

And deal with the 800lb gorilla of nursing care.

There is plenty to do but the Democrats are unconscionable for refusing engage.
