The thing is, the deep state does exist is some countries. Turkey is the classical example. Authoritarian governments often breed them.

As to bureaucracies, they kept the Roman Empire functioning during the good emperors and the bad ones. They are a good thing because of this. While they can be annoying, they contribute to stability. I never understood why conservatives, in particular, hate them.
