That is, does it seem that this president and the last have evoked a greater commitment to partisanship than previous presidents, or you think maybe it is about the same?

I, like everyone else who tries and especially those who don't care to try, have difficulty teasing out the principled from the partisan in people's actions. And then there's also the personal. All three would be factors in a typical bureaucrat's reaction to a perceived anomaly in the workplace. We now have in the White House two newfound elements--changes from what bureaucrats are used to.

One is an attitude that is hostile to bureaucrats. It is natural to react against being marginalized regardless of the scenario. We saw that in the reaction of Trump voters to the elites, for example. At the very least this visceral reaction alters judgment when interpreting the anomaly. This reaction is not necessarily partisan but could be. Bureaucrats in my experience really do have far less partisan instinct than people in general but this attitude could stimulate whatever latent partisan streak an individual might have.

The other is a disrespect for the system that is altogether novel. This would increase the number of potential environmental anomalies--objectively genuine incidents--that present themselves and that a bureaucrat would have to interpret and make a determination of what, if anything, he should do about it.

So, I would expect lots and lots more occasions of anomalies a bureaucrat might encounter. On top of that there would likely be some additional partisan instinct in evaluating them. Bottom line, my sense is that the bulk of the newfound challenge to bureaucrats would be an increase in the volume of insults to the system that they encounter but some of their reaction to them might have more partisan overtones than before.
