Thank you for that commentary, which seems well-informed to me.

I can imagine that adjusting to partisan leadership changes every few years is difficult to begin with, and when an administration loosely defines intent with phrases like "drain the swamp" no one is quite sure what he's talking about. It would have been a good time for some of that precision language you have an appreciation for.
