Ghost Voters: CA, KY Join NC with More Voters than Citizens
CA and KY counties bulge with more voters than voting age residents

California and Kentucky join the ranks of North Carolina and other states for counties with serious levels of ghost voters.
What do we mean by ghost voters? Ghost voters refer to registered voters who appear on voter rolls in counties where there more people are registered to vote than there are citizens of voting age living there.
California Ghost Voters
Government watchdog organization, Judicial Watch, has issued a violation letter to California election officials over their ghost voters problem. In the press release, Judicial Watch said that they would, “sue in federal court if it does not clean its voter registration lists as mandated by the National Voter Registration Act (NVRA).”
The press release included information on 11 California counties, which have more registered voters than voting-age citizens, with Los Angeles being the worst offender:
In the letter, Judicial Watch noted that Los Angeles County officials “informed us that the total number of registered voters now stands at a number that is a whopping 144% of the total number of resident citizens of voting age.”
The other counties include: Imperial (102%), Lassen (102%), Monterey (104%), San Diego (138%), San Francisco (114%), San Mateo (111%), Santa Cruz (109%), Solano (111%), Stanislaus (102%), and Yolo (110%).
Ghost Voters in Kentucky
Judicial Watch is suing the state of Kentucky, alleging that 48 counties have more registered voters than voting age residents. Those 48 counties represent 40% of the total number of counties in the state.
“Kentucky has perhaps the dirtiest election rolls in the country,” said Judicial Watch President Tom Fitton in a statement. “Federal law requires states to take reasonable steps to clean up their voting rolls – and clearly Kentucky hasn’t done that. Dirty voting rolls can mean dirty elections. This lawsuit aims to ensure that citizens can have more confidence that elections in Kentucky won’t be subject to fraud.”
The release also states that, “Kentucky is one of only three states in the country where the statewide active registration rate is greater than 100% of the age-eligible citizen population.”
North Carolina: Ghost Voters in 22 Counties
Over the last six months, watchdog organizations have found anywhere from 15 to 22 NC counties where voters outnumbered the amount of actual voting aged residents.
It was reported in April of this year, that Judicial Watch had found at least 15 counties in North Carolina where the ghost voters phenomenon was occurring. However, analysis of Judicial Watch’s findings by Deroy Murdock at the National Review Online puts North Carolina’s total at 22 counties, with Durham being the worst offender with a 117% registration rate.
The violation letter sent to NC officials by Judicial Watch this past Spring included 15 counties: Buncombe, Camden, Chatham, Cherokee, Clay, Dare, Durham, Guilford, Madison, Mecklenburg, New Hanover, Orange, Union, Watauga and Yancey.
In August, we reported that North Carolina made the top ten list for ghost voters and that the Tar Heel state had 22 counties in which there are more registered voters than there are eligible voters living in them. That translated to 189,721 ghost voters. However, according to the NC Board of Elections, only 508 ineligible votes cast in the 2016 election.
As of this September, the number of counties with ghost voters in NC seems to have dropped. According to a report from the Public Interest Legal Foundation (PILF), 24 States Show Corrupted Voter Rolls. Within those 24 states, 248 counties have the problem of ghost voters. Five counties in North Carolina are on the PILF list:
