I'd say there is a very different problem, particularly in the case of the British, and colonialism in general: When the British set about conquering the World they generally were up against "natives" who were at a very sever technological disadvantage. Once Britain ruled them, the modern technology of the day seeped into the region, and the British also went about educating and enabling the natives to join the modern world. Bye the Bye the more modern natives desired to get control of their countries back, and this time around they had modern weapons as well.
