The wording doesn't require any doctors decree or anything. Just that the VP and a majority of the Cabinet sign a declaration.
The history of the 25th amendment was clear. It was to clarify the procedures for succession in case of the president becoming incapacitated.

Every single example in history of a president becoming incapacitated has been due to medical reasons. There has never been a case where a president was arbitrarily declared "incapacitated" simply because a majority think he's an asshole.

I shouldn't have to explain this to you, but you are clearly stretching the original intentions of the 25th amendment and trying to parse words in ways a shyster lawyer would.
