You might find an answer in the Senate Rules, on how retirement income is calculated. He's going to retire "next year", which means after Congress is in session. Usually, resigners leave early, in December, so their successor appointed to fill the vacancy, has higher seniority on Committees, etc. Elected in 2008, 2018 would be his 10th year. From CRS (Congressional Research Service), The amount of the pension depends on years of service and the average of the highest three years of salary. By law, the starting amount of a Member’s retirement annuity may not exceed 80% of his or her final salary.
