She paid for it...then made sure it leaked everywhere. Just like a mafia boss, she made sure she stayed several arms lengths away from the dirty work to maintain plausible deniability. She's been a politician for over 25 years. She's learned a trick or two on how to win elections slinging mud, while appearing to be above the fray herself in case it blows up. This isn't speculation. We have documented proof of this. As with a mafia boss, Hillary is just as guilty as if she had pulled the trigger herself.
