Not most. It was started by Paul Singer, but later it was funded by the DNC and Hillary. None of it came to light until after Comey briefed both Trump and Obama. Then all the sudden Mother Jones, CNN, and Buzzfeed published the contents and the liberal mainstream media made it a 24/7 news cycle red alert, mostly claiming it was absolute truth, until its contents started to get debunked. A lot of it was innuendo, rumors, and gossip. It was provided by people who were getting paid to come up with things that were damaging to Trump. That in and of itself makes it shaky at best. And how did this uncorroborated hit job dossier get circulated? We know Comey is a leaker. He admitted leaking classified FBI documents including his own notes to WaPo, which is a documented crime that remains unprosecuted. So maybe Comey leaked it to hurt Trump. Or more likely, it was the Hillary campaign itself, which paid for the document precisely so she could hurt Trump's chances of winning the election.

The only fact we know for sure is that both Paul Singer and Hillary colluded with Russian agents to manipulate an American election. This is the crime that Mueller is investigating Trump for. No evidence exists that Trump colluded with Russia to manipulate the election. But we know Hillary did. Why is Hillary not being investigated? Have you no answer to that?

Hillary paid for it through her surrogates:

In April 2016, the investigation contract and funding were taken over by Marc Elias, a partner in the large Seattle-based law firm Perkins Coieand head of its Political Law practice. Elias was the attorney of record for the Democratic National Committee (DNC) and the Clinton presidential campaign.[6] In total, Perkins Coie paid Fusion GPS $1.02 million in fees and expenses, $168,000 of which was paid to Orbis Business Intelligence, a private British intelligence firm, and used by them to produce the dossier.
