He punches DOWN, always at someone he thinks is smaller than him. And he doesn't even accomplish anything by it. Getting attention ... for him, that's accomplishment enough. Tweet at Putin, who has Russian state tv treating Trump like a whipped dog? Nope. Tweet at Xi or Erdogan, who profited from ISIS for years? Nope. He's not communicating. He's avoiding communicating. There is no big picture in which he's winning something with his little tweeter.
