I can say it should and that's what the amendment is for.
No, it's not. There are already many other laws, rules of engagement, and checks on power to ensure that one whacked-out CIC doesn't start a nuclear war.

There's no need to twist the 25th amendment into a tool for a coup d'etat based on an arbitrary definition of "mental instability." There are many legal standards for mental stability, and I'd be fine with The Powers That Be choosing one or a handful of them in deciding whether to carry out the removal process.

But I'm NOT fine with them just arbitrarily coming up with a standard of their own. "Because I said so" is just wrong.
