Structural changes are designed to get costs under control. That doesn't necessarily mean benefit cuts.
How else are you going to cut costs, if benefits make up the vast majority of the costs?

Rarebird and other liberals want to crucify anyone who even hints at cutting benefits. But there's always a cost. The trick is to make sure as few people as possible are burdened with the costs.

Hey look, the rich are getting richer! Let's put the burden on them! So easy, a caveman^H^H^H^H^H^H^Hliberal could do it!
