Waste, fraud and abuse.
It's a government program. Waste, fraud, and abuse are all givens.

That's part of the reason why minimal government makes a lot of sense. There's always an inherent inefficiency when it comes to entitlements.

We can't fool ourselves into thinking we can cut costs by streamlining big government. No, the only kind of government that is efficient is the minimal kind.
