The equipment and all the communications on it belonged to the GSA and the transition team were informed of that. A business doesn't need a warrant for the equipment they own. Ditto for the federal government.

If transition team members were using personal phones, laptops, etc. not connected to government owned networks, THEN privacy would be an issue.

The right of the people to be secure in their persons, houses, papers, and effects, [a] against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.
