Concerning "act of God" or Congress.

ACTA, a trade group of providers, petitioned the FCC to stop companies from selling voive-over-internet software and hardware products that enable use of the internet as a service provider.

FCC Chairman Reed Hundt, in responding to the ACTA noted that the White House did not favor their petition and stated " I am also strongly inclined to believe that the right answer at this time is not to place restrictions , or subject Internet telephony to the same rules that apply to conventional circuit-switched voice carriers..." The FCC is not the only force putting pressure on an accounting rate system (billing system) which artificially inflates prices. Creative entrepreneurs will always find a way to get around the system and deliver low-cost service to customers. This is what the free market is all about.."

Plus Capitol Hill likes marketplace competition. New jobs, with hundreds of long-distance companies that sprouted from the government ordered AT&T monopoly breakup. That progress wins those guys votes!!!!!
