Mike and All: The FCC is accepting public COMMENT on the universal service issue until January 20. A statement like this> "Congress ordered the FCC report in part to address whether Net service providers should have to contribute to the universal service fund". Should not go unanswered when the FCC is giving you the opportunity until Jan 20th. You'll find the COMMENT ICON at the start of the fifth paragraph.
