Not just a majority; it takes two thirds in the Senate. That is a very high bar.

If the Ds do get majorities in Congress, I hope that they can avoid the temptation. Nadler is right; it will be their job to educated their base and turn their passion into energy to win the 2020 elections by large enough margins to overcome the Republican gerrymandering as well as their rigged constitutional advantage in the Electoral College.
