You are underestimating the power a Democratic controlled congress will have. They will control the purse and war powers. And if we get rid of trump and Pence the presidency-lol. In Alaska in the 70's the very liberal ad hoc democrats put forth a very progressive social program including the sovereign wealth fund (which now has 60 billion) and we only controlled the house. By controlling one branch of government the other branch has to come to you for things they want. And the investigations will shame many people who have to testify which means more raw power.
