Private parties / companies in Russia and China are selling oil to North Korea by transferring the oil while offshore. Trump has chosen to complain only that China is doing nothing to prevent their citizens from engage in this trade. Trump's silent on Russia turning a blind eye to Russian companies doing the same - especially egregious as the Russian companies involved are all state-owned. Why? Watch and brief.
