Well at first Rogers will pay for them. Rogers is anticipating
an equity injection from a US communications Company. AT&T is my bet.
AT&T just merged with Teleport which will go well with Rogers Telecomm.

Later subscribers will rent the set top boxes monthly like the current pay TV boxes.
