Obama probably had a good reason for it. You and I don't know all the information that a President is privy to. If I had all that info, then I could decide whether what he did was correct or not. Since I don't, then I won't opine. However, here's what I do know. Both the GOP and DNC are in agreement on being tough on Putin. So there must be a good reason. On the other hand, it is well within the rights of the President-elect to openly discuss easing tensions with another country. There is nothing illegal in that. Once he starts getting the security briefings and has all the available knowledge, he can make new policy decisions. That is what Trump did. Then later, he decided to go tough on Putin. He must have received new information as President. Or he was boxed in by both the GOP and DNC and this silly Mueller investigation, which forced him to be tough on Russia so as not to give the perception that he was being manipulated by Russians. Neither you nor me has enough information to really know what is going on.

However, I think it is always a good policy to stay close to our counterparts in Russia and China. Keep your friends close and your enemies closer. They are our true rivals and he have to avoid war with them and look for opportunities to collaborate where our interests align. It's simply smart and practical. To just pursue endless war and destruction is the height of folly and does not serve the American people well.
