The money sent back to Iran came during the Iranian hostage crisis.
Doesn't matter if the money belonged to Iran in the first place or not. Obama clearly exchanged that money for hostages. That's the very definition of a ransom payment.

He just encouraged every enemy of the United States to kidnap citizens knowing that, as long as a Democrat is in power, they will be paid very well.
