The Logan Act does not apply to the President-elect. Only to a candidate for President. There is also long standing precedent against a sitting President committing the country to important actions during the period between the election and the inauguration. Obama violated that when he imposed new sanctions on Putin while Trump was President-elect. If Trump authorized one of his staff to reach out to any Russian official during that period of time, it was entirely legal and expected in the performance of his duties as President-elect. That is a period of time during which most President-elects start to make contact with their counterparts around the world. Obama on the other hand did something most Presidents do not do during that period, in setting up a situation that would make the job of his successor more difficult. That was not the action of a person who has the best interests of this country at heart.
