I will play devil's advocate despite recommending your post. How the funds are allocated is problematic.. One need only look at the First Nation's situation in Canada.. Some are doing great.. Others because of lack of accountability are rife with corruption.. Our Trudeau light despite my high hopes) is rewarding the corrupt now
