A few quotes from New york Times toady:

Many analysts say HMOs kept prices artificially low for yearsand and are now coming to terms with actual cost of care. Managed care companies have failed to keep costs down. Seven managed care compnies in New York have asked for rate incraeses of more than 10% in 1998.

New York health commissioner believes that plans should receive increases to assure their solvency as the state's medical system becomes more dependent on managed care. Plans have to raise their rates are go out of business. A spokesman for State Insurance department said some plans might need increases to stay afloat. It's a balancing act.
