The confusion might be in looking at retail versus commercial electrical prices. There is a huge difference between the two at least here in the US. I am guessing the chart posted comparing country to country is commercial rates which would apply to big coin mining operations, but not sure. Also, climate matters a bunch for coin mining...the colder it is the less cooling you need..thus reducing electricity costs further in places like Canada.
