I respect tradition (being a conservative) and taxing vices like tobacco and alcohol is a venerable American tax policy
Tobacco and alcohol like whiskey weren't taxed because they were vices. Instead, they were taxed for revenue. Tobacco was a cash crop in the south, while whiskey was often used like currency.

You can't tax "vices" for revenue if you also believe said "vices" should be either prohibited or restricted.
