On the contrary. You can never have a world government if your framework is that of a strong central government. The world is just too complex and too varied for that. But if you could create a viable framework that is successful and responsive to the needs of many small regions...perhaps going even as far as allowing large cities and counties to have their own say, then it is possible to extend that structure to a global one. Otherwise, there is no way the world will sign up to join the giant melting pot.
