To the extent it has "worked" here, it was because there was an enormous amount land which was inhabited by small groups of feuding peoples who had distinctly inferior weaponry and who were vulnerable to diseases that Europeans carried. So the natives could be removed in one way or another and the land, rich in natural resources and mostly still unfarmed, could be taken pretty much with impunity. So people here could pick up and move elsewhere when they got bored or ornery or too ambitious for the place where they were born. Even so, we still had a huge civil war and plenty of disputes over the 200 or so years that it has been "one country". And the disputes between the different levels of sovereignty continue.
