Clinton signed the Congressional bill in a GOP controlled Congress lead by Gingrich. Those are the facts. So yes, Clinton gets credit for being a moderate on fiscal issues, but the GOP created and passed the bill. The fact you don't give the GOP Congress credit alongside Clinton is simply bias on your part.
