Nope. Bill Clinton signed a bill created by a GOP controlled Congress lead by Newt Gingrich. Bill gets some credit for being a fiscal moderate, which is very different than all the Socialist/Marxist Democrats of today. For that, I do salute him. However, Congress controls the purse strings, not the President. At best, the GOP and Bill Clinton get joint credit for balancing the budget. However, since then neither the GOP nor the Dems get any credit for fiscal conservatism. Fiscal responsibility is DEAD in this country on both sides of the aisle.
