City code compliance did nothing to protect these people or their considerable investments, and will not stop that building from crumbling.

You're making precisely my point for me. It is NOT the city's responsibility, but now they are in it neck deep because they signed off on the foundation and other buildings and presumably 100s or thousands of residents are in danger because they built a concrete building without going to bedrock on with the foundation.
