"shouldn't state government's food and drug regulations still apply?"

I dunno. I called the people who used to be my organic certifier, as well as the county ag dept, and asked them about certified organic marijuana. That can't be done; the feds are now in charge of organic standards, and certifiers have to follow their rules. Feds say marijuana is illegal, so therefore can't be certified, which means growers/producers can't say, "organic marijuana". Medical weed has to go thru lab testing that is sensitive in the PPB range, but it still can't be called organic.

Oops; you said state. Yeah, state laws apply.
