I suppose there are reasons why this wouldn't work but why don't we enact a mirror policy on tariffs. When a product is imported to the US you pay exactly the tariff that would be paid if the trade went in the opposite direction. If a Chinese company imports a refrigerator, the tariff is exactly what an American company would pay to export a refrigerator to China.
