I am well aware of what the mandate of the CPTAQ is, and their role in this whole thing, but am wondering what your point is? The CPTAQ has several stated considerations when deciding whether or not to exempt agricultural land for other purposes. Among these are natural considerations (like deer) and legal considerations (like compliance with municipal bylaws and planning) Naturally, deer aren't considered agricultural (there are few, if any, deer farms), but they are part of the equation.
