Given the many hacks of government agencies and businesses over the past decade (often by hostile foreign powers - China, Russia, even NK), why should we want to make it harder for law enforcement to get warrants to surveil foreign agents?

We shouldn't. Just because a crooked President wants to cover up crimes ... his own, his staffs, his families.
