Congress "overwhelming" wanted sanctions because they believed that Russia meddled in our elections. What we are finding out in the past few days that it wasn't the Russian's but Hillary,FBI,DOJ, and DNC that tried to influence the election. Trump is right not to impose sanctions on false premises.
