What CCB and NC don’t seem to understand is how it’s self-evident that municipalities clearly have legal force to stop ridiculous and unnecessary projects through zoning laws.

If they didn’t, why would the CPTAQ exist in the first place?

If agricultural zoning and use is very much up to the municipality to define, and the CPTAQ exemption is dependent on conformance to certain municipal laws, then it is self-evident that it’s not as simple as “municipalities are not allowed to stop mines through zoning or by-laws”

If municipalities’ zoning and bylaws didn’t matter, why on earth would there be a body that doles our exemptions to said zoning, on the basis of conformance with municipal zoning and bylaws.

It would be like saying “we don’t have speed limits” but also having a large highway patrol force that enforces a pre-defined upper limit for velocity, as written on signage.
