Municipalities are powerless to use their zoning and bylaws to prevent mining activities, as these are exempted under the Mining Act.

And yet, the ability to mine is dependent upon a Municipality confirming that mining activities are in accordance with their zoning and bylaws.

So apparently, the municipality of GSLR is using its legal position in an abusive and manipulative way to unfairly mistreat CCB

But at the same time, the municipality of GSLR is powerless to stop CCB because it cannot stand in the way of mining activities using its zoning and bylaws.

Apparently, for NC, something can be a bully and completely powerless at the same time.

"They unethically used their right of refusal to refuse something! Little do they know they actually have no right of refusal so we'll be seeing them in court because they should have used their power to enable and support a positive Miller mine decision. But they didn't, which doesn't matter because their powerless anyhow. I look forward to all the (fictional, never gonna happen just like the mine itself) lawsuits against the powerless municipality who obviously abused their power"
