I am puzzled by European central bank's thinking. Could it be just a new cyber currency that has a different features besides using blockchains?

Based on historical evidence of money creation and management of central banks I would think the new coin may have these features:

1. Traceability - To know who own what
2. Easy to issue new coins
3. Easy to confiscate

There is no way central banks will allow not having ability to create new money. So, we are going back to square one that is who is going to trust it if the new coin has the same problems like the current digital stuff records and it could be even worse if one has to lose privacies when no more paper money allowed. Just my 2 cents.
