If evidence matters, then you'd be wrong. It does matter. Most mass shootings end when law enforcement arrives or the shooter pauses to change magazines and gets tackled by someone on the scene. Of the rest, most end when the shooter has taken out all of his target in one area and moves to the next, giving time for law enforcement to catch up with him. If another armed civilian is involved, it is usually in this phase that they make a difference.

So yes, smaller capacity magazines can make a difference.
