That makes no sense to me? Why do you think we need to ease into it? I did not say or suggest any such thing. My point, which is not getting through to you, is that there are different points along any path. Canada did it early in the path. Now it would be harder. Let me suggest an example of a road system. It's easier to build a road system earlier in a country's development when there's still a lot of open space. Once things are built up it's harder because there is established stuff to build around rather than through and land is more expensive and harder to acquire and folks don't want to pick up and get out of the way. We are not Canada in the forties and we don't have a way-back machine.
