I think you could deploy greed against guns. Give people a generous time to turn in their automatic guns, then make them illegal except for police and the military, perhaps some few others who could show need.

Then, seize guns still kept, with a stiff fine and jail time. On top of that, offer a generous reward for turning in the owner of an automatic weapon. Publicize the collectors of such rewards, and portray them as American heroes.
