Seems. Isn't. We've been through this before. There is no due process involve in getting on the list and losing an important constitutional right. You don't know your're on the list until you try to do something supposedly protected by your Constitution. Then there is no due process to get off the list if you are put on by mistake. Ted Kennedy was put on the list once.
