The reason that this process takes so long is that rural America is fading away, just like rural areas areas around the world. It has been a slower process here than in some countries because the federal government made a big push in the early 1950's to disperse industry to rural areas to make it more difficult for the Russians to destroy industry with their nukes. That strategy failed as Russia simply built enough nukes to destroy even remote facilities.

As rural populations decline their average age increases making them increasingly unattractive for business. Even Wal-Marts will start to close. With each census rural America will lose political clout. When it comes time to confiscate the guns the revolution will have to be led by a bunch of bitter 70 year old white geezers. I don't see them prevailing. It's hard to use an assault rifle when you need to use a walker to get around.
