Many in Los Angeles can't drive in the infrequent rain, let alone snow.

And there's always those visitors from Manhattan, where it's illegal to turn right on a red light, who bring their Manhattan driving rules to Los Angeles to the great annoyance of everyone hoping to turn right.

Years ago I was teaching my little brother how to drive a VW Jetta in the snow and how to drive a stick-shift in a large empty parking lot near Lake Tahoe. In the process of not releasing the clutch enough he rendered the car immobile. I had to have it towed to a garage and fly back to San Francisco for work the next day and return the following weekend to retrieve the car. He still can't drive a stick-shift.
