Anyone: A few questions on MACD 13,34,89

-first one is kinda dumb-
I'm aasuming that the 89 is used as the trigger line, so that when the 13,34 line crosses over/under a signal is generated.

-I've found a number of stocks I have tested that the 13,34 line moves up and down but for long periods of time never falls below the 89 line. If this line is abover 0, is it still a buy?? Or is a cross over required?

-how important is the 0 line cross as a signal to buy. If the MACD is trending up, is this enough to buy based on other indicators?

-should the faster line crossing the slower trigger line AND the MACD crossing over 0 have to both be present? Or does it depend more on the history of the stock, or your trading time frame.

Any help is appreciated...I'm struggling a little with the value of MACD as a timely indicator.
