You must be thinking of emergency care as opposed to preventive care. People with money and insurance have routine preventive medical care that provides them with non-emergency treatments including prescription drugs for cholesterol, high blood pressure, etc., which helps them avoid needing emergency care. People without money or insurance don't receive that level of care. They only get emergency care when their systems break down far enough to trigger a stroke, heart attack or other catastrophic health problem.
