No. The issue is that a doctor's choice can be hazardous to someone's health.
The Hippocratic Oath already takes care of that. Doctors can't knowingly choose to harm a patient's health.

But you still can't force a doctor to work for free. Or for less than the going market rate for doctors. Even single payer is not immune to the market.

When you undercompensate doctors for their services, they'll eventually leave the profession. Just like we're seeing in Canada and the U.K. Heck, even in America, the direction that medicine is taking is causing more and more doctors to quit.
